NeoFund is a Slovak public-benefit entity in the legal form of a neinvestičný fond (non-investment fund, n.f.) under Act No. 147/1997 Coll. We build tools to measure, grow, and publicly recognize contribution to the commons.
We develop the Civic mobile app for Slovakia and operate the Rovas platform (rovas.app), which records socially useful work, charitable donations, and tax payments on a single, comparable scale.
Mission
NeoFund pursues two intertwined goals:

Merit as the measure of contribution — recognize every member of society’s contribution using a comparable Merit (ME) unit and cultivate the social desirability of a high Merit score. Much of our work is public campaigning, partnerships, and design that make Merit a recognized marker of trustworthy, civic-minded people and organizations.

Better-directed donations — increase the volume of charitable giving and steer funds toward those whose contribution to the commons is largest relative to the support they receive.
Why NeoFund

- Self-balancing allocation — in funded projects, donors earn more Merit per euro when verified work has outrun available EUR in the fund.

- Charity partnerships — organizations may register on Rovas with or without a fund; gifts via NeoFund are verified and carry no NeoFund skim.
- Full auditability — every Merit and Chron has a verifiable source; every euro is in the fund’s accounts.
How support will be used
In the first 12–18 months we focus on launching Civic v1 in Slovakia, campaigns to increase Merit desirability, Rovas platform core work, and compliance (accounting, AML, annual report).
